If a 9 year old boy likes to dress like a girl what are the chances of him turning out to be gay?

A family member of mine who is 9 years old likes to dress in dresses. he likes to where jewlery like necklaces and bracelets. He is always watching the girl shows on the family network. He’s just really girly.
Does this mean that he’ll turn out gay or could it just be a phase.
